That's odd. If the only benchmark was performance, then many many young
players would fail. 

Well then perhaps they should, is this music appreciation or music performance? Music appreciation wouldn't involve mom and dad shelling out for instruments, books, etc. The kids are expected to do well and pass exams in all their other courses are they not?
